School-Community Partnerships
Kern County Substance Abuse Prevention Education (KCSAPE) Partnership
KCSAPE Partnership is a consortium of 38 school districts within Kern County, who combine their SDFSC/Title IV and TUPE 4-8 Entitlements. In exchange those districts receive the following benefits from the appointed County coordinator:
- Assist districts in implementing program components, in reviewing and revising school-based policies, and in providing administrative in-service regarding safety, violence, drug, alcohol and tobacco use prevention education.
- Provide technical assistance to districts on reporting requirements. Submit completed progress reports to CDE as requested and on the dates due.
- Maintain accurate and current information in the County Office regarding Partnership wide activities for CDE visitations and coordinated compliance reviews.
- Enter into and/or approve all agreements between SDFSCA/TUPE service providers and Partnership school districts.
- Maintain a cooperative association with the service providers such as the Kern County Mental Health – Substance Abuse Service providers.
- Convene and chair the Kern County Substance Abuse Prevention Education Partnership Advisory Committee.
- Develop a written consortium/partnership plan for a comprehensive SDFSCA program.
- Develop a written consortium/partnership plan/application for a comprehensive TUPE program.
- Abide by those guidelines as established in the SDFSCA/TUPE Assurances, and "Getting Results" program guidelines/Federal Principles of Effectiveness.
- Use the CDE approved indirect costs rate for Superintendent in calculating the amount of SDFSC/TUPE funds that will be expended to cover Superintendent’s indirect costs.
