Child Care and Preschool Pandemic Influenza Planning Checklist

A pandemic is a global disease outbreak. A flu pandemic occurs when a new influenza virus emerges that people have little or no immunity to and for which there may be no vaccine. The disease spreads easily person-to-person and causes serious illness. It can sweep across the country and around the world very quickly. It is hard to predict when the next flu pandemic will occur or how bad it will be.

Chid care and preschool programs can help protect the health of their staff and the children and families they serve. Interruptions in child care services during an influenza (flu) pandemic may cause conflicts for working parents that could result in high absenteeism in workplaces. Some of that absenteeism could be expected to affect personnel and workplaces that are critical to the emergency response system. The U.S. Department of Health and Human Services (HHS) and the Centers for Disease Control and Prevention (CDC) offer this check list to help programs prepare for the effects of a flu pandemic. A project of Community Connnection for Child Care

The cost of paying for child care is a major consideration for many Kern County families. Kern County families eligible for financial assistance to cover part or all of their child care costs now have a new source of help to locate child care assistance with the Child Care Centralized Eligibility List of Kern County (CEL).
The Kern County CEL maintains a county-wide eligibility ("waiting") list for all participating subsidized child care programs allowing families to sign up for all child care subsidy programs at one time and in one place.

Benefits of the CEL

Traditionally, subsidized child care and development programs, Alternative Payment Programs and Head Start programs maintained their own waiting list of income-eligible families. What this meant is that if a family wanted a better chance at receiving help with their child care expenses, the family had to apply for services with all agencies. Each time there was a change to the family's file, the family would have to contact all agencies to update their file.

With the CEL...

    Families can now enroll just once, at a single point, and automatically gain access to many possible openings
    Families can have access to all programs for which they quailify, expanding their opportunity to access subsidized care
    Participating child development programs can use the CEL to help them quickly identify the most eligible families seeking subsidized child care services to fill their vacancies
    Public administrators and policy makers can make better decisions about programming and resource allocation because they have data on the supply and demand for subsidized child care

There are several convenient ways to apply:

Clinica Sierra Vista, a non-profit corporation begun in December 1971, was created to provide health care to poor, migrant farmworkers who harvest the lush agricultural fields in the southern San Joaquin Valley. It has grown to be one of the largest comprehensive migrant/community health center systems in the state.

Medical, dental, respite care and case management services are provided to the homeless population county-wide at specialize facilities.

Mobile van visits emergency shelters, low-income motels and homeless encampments

Behavioral Health Services

Adult Services provide evaluation and brief therapy support for individuals 18 and over in the communities of Arvin, Delano, Frazier Park, Lamont, McFarland and Weedpatch.

Children’s Services provide individual, family and group counseling, case management, psychiatric evaluation and medication support in Arvin, Frazier Park and Lamont.

C.H.A.T. Program – intervention and treatment services for victims of abuse.

Substance Abuse Services in Delano and McFarland.

Clinical Support Services

Cancer Detection Program: Free annual clinical breast exam, mammogram, cervical cancer screening, and case management to qualified women over forty.

Diabetes Collaborative: Provides individual and group education and case management for diabetic patients.

Family Planning: Including free exams and contraceptive services for eligible uninsured individuals.

Material Child Outreach Program: Provides case management, prenatal care and support, childbirth education, home and hospital visits.

Medial Nutrition Therapy: Upon referral for health center patients.

Medically Vulnerable Infants Program: Case management and home visiting program for eligible babies released from the Neonatal Intensive Care Unit.

Operating 21 WIC locations throughout Kern County.

HIV / AIDS

We provide specialized infectious disease and primary care services to HIV/AIDS and Hepatitis C patients.

Kern Lifeline Project: Case management services, individual and small group behavioral health counseling, advocacy and emergency assistance to people with HIV/AIDS and their families.

Clinica Sierra Vista offers confidential and anonymous HIV testing, as well as education and prevention services for the general public, especially targeting at-risk populations.

Black Infant Health: Comprehensive, community based effort to reduce infant mortality by serving at-risk pregnant and parenting African-American women and assuring that they have access to maternal and child health services.

Family Support Programs: Neighborhood-based services utilizing case management, home visitation, and multidisciplinary team conferences, located in family resource centers in Lamont, Mojave and Southeast Bakersfield.

Nurturing Infant Awareness: Reduce African-American infant mortality with prenatal case management, transportation to medical appointments and support groups.

Adolescent Family Life Program and CalLearn: Case management and supportive services for pregnant and parenting teens and their families.

Community Challenge Grant: Community effort discouraging teen pregnancy by utilizing teen panel presentations and the Baby Think It Over Program.

Health Education Outreach Programs : Family Life Education for junior high age youth and younger as well as the information and Education Program in community and school settings for 13-18 year olds.

Becoming a Patient

Making Appointments - You can make an appointment at any of Clinica Sierra Vista’s health centers by calling the location you wish to visit and scheduling an appointment. Health center hours vary by location, so please call the location nearest you for the days and hours of operation.

Same-Day Appointments (Walk-Ins) - Clinica Sierra Vista also accepts same-day appointments at all of our health centers, although your wait time may be longer, since patients with scheduled appointments will be seen first.

What to Bring With You - When visiting the health center for the first time, you will need to bring proper identification, which may include a social security card, valid driver’s license, birth certificate or another form of official identification. If available, you should also bring your Medi-Cal card, Medicare card or private insurance card. If uninsured, you will also need to bring a pay stub, an unemployment check stub, a recent tax return or a letter from your employer in order to prove your family income.

Insurance - Clinica Sierra Vista accepts Medi-Cal, Medicare, most private insurance, most HMO plans and cash. We have Medi-Cal outreach workers and representatives from Healthy Families at our health centers that will assist patients with enrollment in these programs.

Uninsured - For the uninsured, we accept payment using a sliding fee scale, based on family size and family income.
