SALARY:
$4,168 - $5,049 per month. Salary schedule placement is based on the Rules of the Personnel Commission. This position is a promotional position that is available to current permanent employees only.
RESPONSIBILITIES:
• Plans and executes analyses that will monitor population growth and change and student enrollment in Kern County, including study of K-12 enrollment trends, enrollment projections, studies of at-risk youth, education outcomes and college-going rates.
• Plans and executes demographic analyses of population growth factors such as ethnic and cultural diversity, health conditions, poverty, and child care in Kern County.
• Prepares a broad range of reports and publications on the conditions of education and children in Kern County.
• Participates in grant-writing activities, including research data and outcomes development.
• Assists other divisions within the Kern County Superintendent of Schools Office with research needs as feasible.
• Develops and/or maintains information databases as needed and provides analyses of data for administration and key stakeholders.
• Experience with basic database and information systems, such as the California Basic Educational Data System (CBEDS), the California Language Census Survey, student testing data, as well as U.S. Census data.
QUALIFICATIONS:
• B.A., B.S. or related degree in behavioral health, statistics, social services, public administration or related field required.
• Three years of progressively responsible experience in a related area of research involving research, program policy development, planning and coordinating a variety of activities related to the position.
• Knowledge of educational and social service measurement models, test design, evaluation research methodology and statistical properties of selected populations.
• Ability to apply statistical methods to quantitative research problems.
• Ability to prepare and present electronic and paper presentations.

Each candidate’s application papers will be thoroughly evaluated and ranked by a screening committee appointed by the Kern County Superintendent of Schools Office. Candidates achieving a rating of 70% or better will qualify to continue in the eligibility screening process with an interview scheduled for May 28, 2008.
CONDITIONS OF EMPLOYMENT:
Some positions may require proof of privately owned automobile insurance and the possession of a valid California Motor Vehicle operator’s license. Fingerprint clearance by the Federal Bureau of Investigation and the California Department of Justice is a condition of appointment after all other required job conditions have been met. This position has a probationary period of six months or 130 days in paid service, whichever is longer.
