SALARY & BENEFITS:
$2,915- $3,521 per month. Maximum entry level is $3,203 per month. Holiday, sick leave and vacation benefits. Prepaid medical, dental, vision, and counseling plans provided for employee and family. Prepaid life insurance policy provided for the employee. Employees of this office are not covered by Social Security, but do have mandatory retirement coverage with Public Employees Retirement System (PERS).

RESPONSIBILITIES:
Perform specialized and technical functions in assembling, tabulating, calculating, verifying, and reconciling accounting, payroll, insurance and other fiscally related information and data. Perform complex and technical fiscal audit and management operations related to one or more specialized accounting, budget control, insurance administration, and payroll functions. Coordinates and leads in the posting, balancing, and verification of accounting, budget control, insurance, and payroll records. Perform lead functions within a specialized accounting, budget control, insurance, or payroll record management system, which includes the technical evaluation of accounting clerical personnel.

QUALIFICATIONS:
High school diploma or equivalent. Nine semester units of post high school coursework in accounting, bookkeeping, business math, and/or accounting related courses. Three years of experience in accounting including one year in a lead or supervisory capacity. Knowledge of methods, practices, and procedures of governmental accounting, budget monitoring, and fiscally related record management systems. Ability to perform complex and technical accounting, budget control, insurance administration, and payroll clerical functions. Ability to lead and supervise other accounting and budget personnel.

APPLICATION AND SCREENING PROCEDURES:
All candidates must file an application and college transcripts of other proof of education with the Human Resources Department at the Kern County Superintendent of Schools Office, 1300 17th Street, Bakersfield, CA 93301, (661) 636-4391 on or before May 16, 2008, by 5:15 p.m. College transcripts or other proof of education is required with application.

Candidates must achieve 70% on the written examination to qualify for an oral interview. Examinations will be weighted 30% for written and 70% for oral. Candidates must obtain a composite score of 70% or better to qualify for the eligibility list.

Written examination: May 23, 2008 at 10:00 a.m. Candidates unless otherwise notified should report to the Human Resources Department and  provide photo identification  for entrance to the written examination. Oral examination: May 29, 2008, by individual appointment only. Late entrance to the exam or interview will not be allowed.

CONDITIONS OF EMPLOYMENT:
Some positions may require proof of privately owned automobile insurance and the possession of a valid California Motor Vehicle operator’s license. Fingerprint clearance by the Federal Bureau of Investigation and the California Department of Justice is a condition of appointment after all other required job conditions have been met. This position has a probationary period of six months or 130 days in paid service, whichever is longer.
