SALARY:
$2,654 - $3,202 per month.  Maximum entry level is $2,915 per month.  Holiday, sick leave, and vacation benefits are provided.  Prepaid medical, dental, vision, and counseling plans provided for employee and family.  Prepaid life insurance policy provided for the employee.  Employees of this office are not covered by Social Security, but do have mandatory retirement coverage with Public Employees Retirement System (PERS).

RESPONSIBILITIES:
Disseminate information to various national and local organizations; answer questions and provide information to public; recommend corrective action as necessary to resolve complaints. Monitor and control expenditures, participate in budget preparation, and prepare cost estimates for budget recommendations.  Participate in the selection of staff and provide or coordinate staff training.  Coordinate workshops for child program participants and make public presentations.  Refer individuals seeking childcare to providers, monitor and distribute childcare subsidies, serve as a liaison between state licensing officials and individuals providing or seeking to provide childcare.  Stock, inventory, classify, maintain, and supervise the use of the resource lending library.

QUALIFICATIONS:
A.A., A.S. Degree (or the completion of an A.A., A.S. degree within six months after hire date), or 60 units or more with specialized course work in child development, human services, education, psychology, sociology, social work, or related field required. Three years of increasingly responsible child development experience preferred with knowledge of current pertinent family, childcare, and community issues and local child care programs. Knowledge of principles of child development and early childhood education. Knowledge of basic budgeting procedures and techniques. Ability to communicate clearly and concisely, both orally and in writing, in English and Spanish.

APPLICATION AND SCREENING PROCEDURES:
All candidates must file an application and college transcripts or other proof of education with the Human Resources Department at the Kern County Superintendent of Schools, 1300 17th Street, Bakersfield, CA 93301, (661) 636-4391 on or before May 19, 2008, by 5:15 p.m.

Candidates must achieve 70% on the written examination to qualify for an oral interview. Examinations will be weighted 30% for written and 70% for oral. Candidates must obtain a composite score of 70% or better to qualify for the eligibility list.

Written examination:  May 27, 2008 at 10:30 a.m.  Candidates unless otherwise notified should report to the Human Resources Department and provide photo identification for entrance to the written examination.  Oral examination:  June 3, 2008, by individual appointment only.  Late entrance to the exam or interview will not be allowed.

CONDITIONS OF EMPLOYMENT:
Some positions may require proof of privately owned automobile insurance and the possession of a valid California Motor Vehicle operator’s license. Fingerprint clearance by the Federal Bureau of Investigation and the California Department of Justice is a condition of appointment after all other required job conditions have been met. This position has a probationary period of six months or 130 days in paid service, whichever is longer.
