SALARY: $2,197 - $2,651 per month. Maximum entry level $2,414 per month. Holiday, sick leave and vacation benefits. Prepaid medical, dental, vision, and counseling plans provided for employee and family. Prepaid life insurance policy provided for the employee. Employees of this office are not covered by Social Security, but do have mandatory retirement coverage with Public Employees Retirement System (PERS).
RESPONSIBILITIES: Assist in the administration of COBRA in compliance with federal regulations, including preparation and distribution of correspondence within timelines mandated by law; and coordination of payments received from members who elect to continue coverage. Perform data entry. Locate and abstract data from a variety of information sources. Compile statistical data and prepare statistical reports and summaries. Establish and maintain alphabetical, numerical, subject matter, and other classification files and catalogues.
QUALIFICATIONS: Education equivalent to the completion of the twelfth grade, supplemented by course work or training in business office procedures, automated record management, storage, and retrieval systems, and other related functional areas. One year of experience involved with accounting and fiscal record management systems. Typing or keyboard certificate for 40 words per minute. Ten-key certificate for 150 characters per minute. Knowledge of Microsoft word processing and spreadsheet software and ability to develop and work with moderately sophisticated computerized spreadsheets. Ability to prepare fiscal and statistically related reports and summaries. Knowledge of English usage, spelling, grammar and punctuation. Ability to perform arithmetical calculations with speed and accuracy.
APPLICATION AND SCREENING PROCEDURES: All candidates must file an application with the Personnel Office of the Kern County Superintendent of Schools, 1300 17th Street, Bakersfield, CA 93301, (661) 636-4391 on or before March 14, 2001.
Candidates must achieve 70% on the written examination and pass the performance test to qualify for an oral interview. The performance test will cover proficiency in Excel spreadsheets and will be graded on a pass or fail basis. The performance test will be scheduled only for those applicants who pass the written examination. Examinations will be weighted 30% for written and 70% for oral. Candidates must obtain a composite score of 70% or better to qualify for the eligibility list. For entry-level positions, veterans shall be allowed an additional credit of five points to their composite score. A copy of your DD-214 must be submitted at the time of application.
Policy requires that the necessary typing and ten-key certificates be obtained within the past two years from an acceptable testing source. Candidates who have passed the written examination must have the certificates on file with the Personnel Office on or before the day of the scheduled oral interview. No interview will be granted if the certificates are not presented before or at the time of the interview.
Written examination: March 21, 2001, 10 a.m. Candidates unless otherwise notified should report to the Personnel Department and provide photo identification for entrance to the written examination. Oral examination: April 5, 2001 by individual appointment only.
CONDITIONS OF EMPLOYMENT: Some positions may require proof of privately owned automobile insurance and the possession of a valid California Motor Vehicle operator’s license. Fingerprint clearance by the Federal Bureau of Investigation and the California Department of Justice is a condition of appointment after all other required job conditions have been met. This position has a probationary period of six months or 130 days, whichever is longer.
