The Local Investment in Child Care project (LINCC) was established in California in 1997 to conduct leading-edge work in the fields of child care and economic development. With seed funding from the David and Lucile Packard Foundation, key innovative nonprofits collaborated with seven counties to address the child care needs of their communities to ensure that there are economic resources, policies and expertise to support the growth of a sustainable and vibrant child care sector. LINCC is active in Alameda, Kern, Monterey, San Mateo, Santa Clara, Santa Cruz and Ventura counties. The purpose of the Kern LINCC Constructing Connections Project is to increase licensed child care and ensure industry sustainability through:

Smart growth practices
Land use policies
Business planning
Economic development
Transportation planning
Facilities development

A SRI International Evaluation found that among other accomplishments LINCC has:

Brought child care considerations squarely into an area from which they traditionally have been excluded: city and county economic planning and decision making.
Leveraged the $1.93 in local dollars for child care facilities for every $1 the Packard Foundation provided;
Educated substantial numbers of child care providers in the business aspects of operating child care centers and homes; and
Greatly surpassed comparison counties in the creation of center based child care spaces between 1996 and 2000.

CCCC is the host agency for the Local Investment in Child Care (LINCC), a project designed to respond to the shortage of quality, licensed child care spaces in Kern County. Kern LINCC’s larger goal, as one of eleven sites in California funded by the Affordable Buildings for Children’s Development (ABCD) Constructing Connections program, is to streamline the local system for developing and financing child care facilities.

Child Care Shortage

Kern LINCC estimates a shortage of 20,000 quality licensed child care spaces in Kern County through 2015. This means that approximately 85 new child care centers and/or school programs need to be developed together with approximately 1,000 family child care homes in order to reach a steady state of child care supply and demand by 2015.

First Step To Bringing More Child Care To Your Community

Kern LINCC is working with Kern County and its 11 cities to include supportive child care policies in their General Plans. Sample general plan language from collaborative public meetings is being presented to all cities in Kern County and the County of Kern to make quality child care facilities an integral part of community and economic development.

Cities On Board With Child Care
Delano and Taft have amended their General Plans to include child care policies. New developments in excess of 50 homes and 50,000 square feet of commercial/industrial floor space are required to assess and address their impact on existing child care resources. Shafter and McFarland are in process of doing likewise, and there is good dialogue in process for Metro Bakersfield.

Here’s What Else We’re Doing
The Kern LINCC Constructing Connections project continues to systematically call on cities and Kern County to advocate for supportive child care policies. Additionally, through collaboration we are streamlining the process by which child care facilities are developed and financed locally. A Financing Task Force has identified barriers to financing and is looking at ways to dismantle them.

Child Care and Preschool Pandemic Influenza Planning Checklist

A pandemic is a global disease outbreak. A flu pandemic occurs when a new influenza virus emerges that people have little or no immunity to and for which there may be no vaccine. The disease spreads easily person-to-person and causes serious illness. It can sweep across the country and around the world very quickly. It is hard to predict when the next flu pandemic will occur or how bad it will be.

Chid care and preschool programs can help protect the health of their staff and the children and families they serve. Interruptions in child care services during an influenza (flu) pandemic may cause conflicts for working parents that could result in high absenteeism in workplaces. Some of that absenteeism could be expected to affect personnel and workplaces that are critical to the emergency response system. The U.S. Department of Health and Human Services (HHS) and the Centers for Disease Control and Prevention (CDC) offer this check list to help programs prepare for the effects of a flu pandemic. Many of these steps can also help in other types of emergencies. More information on pandemic flu is available at www.pandemicflu.gov.

A project of Community Connnection for Child Care

The cost of paying for child care is a major consideration for many Kern County families. Kern County families eligible for financial assistance to cover part or all of their child care costs now have a new source of help to locate child care assistance with the Child Care Centralized Eligibility List of Kern County (CEL).
The Kern County CEL maintains a county-wide eligibility ("waiting") list for all participating subsidized child care programs allowing families to sign up for all child care subsidy programs at one time and in one place.

Benefits of the CEL

Traditionally, subsidized child care and development programs, Alternative Payment Programs and Head Start programs maintained their own waiting list of income-eligible families. What this meant is that if a family wanted a better chance at receiving help with their child care expenses, the family had to apply for services with all agencies. Each time there was a change to the family's file, the family would have to contact all agencies to update their file.

With the CEL...

    Families can now enroll just once, at a single point, and automatically gain access to many possible openings
    Families can have access to all programs for which they quailify, expanding their opportunity to access subsidized care
    Participating child development programs can use the CEL to help them quickly identify the most eligible families seeking subsidized child care services to fill their vacancies
    Public administrators and policy makers can make better decisions about programming and resource allocation because they have data on the supply and demand for subsidized child care

There are several convenient ways to apply:

Visit any of the participating CDD child development programs and complete an application.

• Making Appointments - You can make an appointment at any of Clinica Sierra Vista’s health centers by calling the location you wish to visit and scheduling an appointment. Health center hours vary by location, so please call the location nearest you for the days and hours of operation.
• Same-Day Appointments (Walk-Ins) - Clinica Sierra Vista also accepts same-day appointments at all of our health centers, although your wait time may be longer, since patients with scheduled appointments will be seen first.
• What to Bring With You - When visiting the health center for the first time, you will need to bring proper identification, which may include a social security card, valid driver’s license, birth certificate or another form of official identification. If available, you should also bring your Medi-Cal card, Medicare card or private insurance card. If uninsured, you will also need to bring a pay stub, an unemployment check stub, a recent tax return or a letter from your employer in order to prove your family income.
• Insurance - Clinica Sierra Vista accepts Medi-Cal, Medicare, most private insurance, most HMO plans and cash. We have Medi-Cal outreach workers and representatives from Healthy Families at our health centers that will assist patients with enrollment in these programs.

Clinica Sierra Vista, a non-profit corporation begun in December 1971, was created to provide health care to poor, migrant farmworkers who harvest the lush agricultural fields in the southern San Joaquin Valley. Today, Clinica Sierra Vista serves a geographically dispersed, low-moderate-fixed income, ethnically diverse, frontier-rural-urban-migrant-homeless patient population. It has grown to be one of the largest comprehensive migrant/community health center systems in the state.

Same-Day Appointments (Walk-Ins) - Clinica Sierra Vista also accepts same-day appointments at all of our health centers, although your wait time may be longer, since patients with scheduled appointments will be seen first. What to Bring With You - When visiting the health center for the first time, you will need to bring proper identification, which may include a social security card, valid driver’s license, birth certificate or another form of official identification. If available, you should also bring your Medi-Cal card, Medicare card or private insurance card. If uninsured, you will also need to bring a pay stub, an unemployment check stub, a recent tax return or a letter from your employer in order to prove your family income. Insurance - Clinica Sierra Vista accepts Medi-Cal, Medicare, most private insurance, most HMO plans and cash. We have Medi-Cal outreach workers and representatives from Healthy Families at our health centers that will assist patients with enrollment in these programs. Uninsured - For the uninsured, we accept payment using a sliding fee scale, based on family size and family income. Behavioral Health Services

Clinical Support Services

Cancer Detection Program: Free annual clinical breast exam, mammogram, cervical cancer screening, and case management to qualified women over forty.

Women, Infants & Children (WIC)

Operating 21 WIC locations throughout Kern County.

HIV / AIDS

We provide specialized infectious disease and primary care services to HIV/AIDS and Hepatitis C patients.
Kern Lifeline Project: Case management services, individual and small group behavioral health counseling, advocacy and emergency assistance to people with HIV/AIDS and their families.

Clinica Sierra Vista offers confidential and anonymous HIV testing, as well as education and prevention services for the general public, especially targeting at-risk populations.

Health Promotion / Outreach

Black Infant Health: Comprehensive, community based effort to reduce infant mortality by serving at-risk pregnant and parenting African-American women and assuring that they have access to maternal and child health services.
Family Support Programs: Neighborhood-based services utilizing case management, home visitation, and multidisciplinary team conferences, located in family resource centers in Lamont, Mojave and Southeast Bakersfield.
Nurturing Infant Awareness: Reduce African-American infant mortality with prenatal case management, transportation to medical appointments and support groups.

Adolescent Family Services

Adolescent Family Life Program and CalLearn: Case management and supportive services for pregnant and parenting teens and their families.
Community Challenge Grant: Community effort discouraging teen pregnancy by utilizing teen panel presentations and the Baby Think It Over Program.
Health Education Outreach Programs : Family Life Education for junior high age youth and younger as well as the information and Education Program in community and school settings for 13-18 year olds.

Becoming a Patient

Making Appointments - You can make an appointment at any of Clinica Sierra Vista’s health centers by calling the location you wish to visit and scheduling an appointment. Health center hours vary by location, so please call the location nearest you for the days and hours of operation.
Same-Day Appointments (Walk-Ins) - Clinica Sierra Vista also accepts same-day appointments at all of our health centers, although your wait time may be longer, since patients with scheduled appointments will be seen first.
What to Bring With You - When visiting the health center for the first time, you will need to bring proper identification, which may include a social security card, valid driver’s license, birth certificate or another form of official identification. If available, you should also bring your Medi-Cal card, Medicare card or private insurance card. If uninsured, you will also need to bring a pay stub, an unemployment check stub, a recent tax return or a letter from your employer in order to prove your family income.
Insurance - Clinica Sierra Vista accepts Medi-Cal, Medicare, most private insurance, most HMO plans and cash. We have Medi-Cal outreach workers and representatives from Healthy Families at our health centers that will assist patients with enrollment in these programs.
Uninsured - For the uninsured, we accept payment using a sliding fee scale, based on family size and family income.

2006 Kern County Child Development Conference Application to Present

The Kern County Child Development Conference Steering Committee is now recruiting individuals from the community to present at the Tenth Annual Kern County Child Development Conference. This Conference, scheduled for Saturday, November 4, 2006, will be held at the Rabobank Theater (formerly, Bakersfield Convention Center) and is expected to draw more than 500 participants from throughout the Central Valley.

At this time, the Committee is accepting applications from individuals interested in presenting one or more workshops. The participants at this conference will consist primarily of administrators, teachers and aides from child care and development programs, family child care providers, elementary school teachers, parents and students. Therefore the workshop topics related to early care and education of infants, toddlers, preschool, school age children, and their families are desired.

There will be three workshop sessions offered, each at 1½ hours in length. A very limited amount of audio-visual equipment is available – please keep this in mind when organizing your workshop. Notification of your AV equipment request will be given two weeks prior to the conference date. A stipend of $50 will be provided to presenters for each workshop presented with a limit of two presenters per workshop. In addition, all presenters are invited to have lunch the day of the conference. Travel, lodging, and handouts are the responsibility of the presenters.

If you are interested in participating with the conference, please complete the attached application and return no later than Monday, May 1, 2006, to the address noted on the application. Please use a separate form for each workshop if of different topics. Notification of selected presenters should be mailed by July 1, 2006.

What is the Week of the Young Child?

The Week of the Young Child is an annual celebration sponsored by the National Association for the Education of Young Children (NAEYC), the world's largest early childhood education association, with over 100,000 members and a network of nearly 450 local, state, and regional Affiliates.

The purpose of the Week of the Young Child is to focus public attention on the needs of young children and their families and to recognize the early childhood programs and services that meet those needs.

NAEYC first established the Week of the Young Child in 1971, recognizing that the early childhood years (birth through age 8) lay the foundation for children's success in school and later life. The Week of the Young Child is a time to plan how we--as citizens of a community, of a state, and of a nation--will better meet the needs of all young children and their families.

April 13-19, 2008 is our opportunity to celebrate children and not just our children, but all children. During this week the Kern Association for the Education of Young Children (Kern AEYC) asks parents, child care providers, educators, businesses, service organizations, government and anyone else interested in what happens to young children to celebrate with them. The Kern AEYC is celebrating this week by asking our communities to do something to show their awareness and appreciation for all the work and care that goes into making sure that young children are healthy, growing and learning in ways that will help them grow into strong and positive adults.

The Week of the Young Child celebrates not only the children who will become our future citizens, but all of those really hard working moms, dads, care-givers, and teachers that invest their lives and love into the well being of children. They are special people who have a passion for their work and a belief that what they do is important.

NAEYC and Kern AEYC encourage each and every one of us to take the time to do something to express our appreciation for those who work with and on behalf of young children. Research shows that high-quality relationships with the adults in a child’s life help them to develop the skills for success as they move through childhood and into adulthood. Research also shows that participation in high-quality early childhood programs helps children develop skills to better learn from their school experiences—they become more successful in school.

Join us - find your way to celebrate. There are many simple and easy to do things listed below. Be creative - find your own way to celebrate the Week of the Young Child!

Suggested list for parents and early childhood providers:

Things families can do:

No TV nights – instead do other activities such as board games, reading or cooking together, taking walks, going to the park, etc.
Visit libraries and/or book stores for reading times
Visit local museums such as the Kern County Museum and the California Living Museum (CALM)

Things providers can do:

Place children’s art in banks, malls, businesses, etc.
Have family potlucks
Make lapel buttons to distribute to parents with slogans such as “I’m at work today because I have quality child care” or “This employee made possible by quality child care”. Be creative!
Have a daily focus where information is distributed to parents such as:
- Children’s health
- Violence prevention
- Importance of reading
- Tips for monitoring children’s television watching
- Parent advocacy tips
Have a Saturday or weekday open house and program tour.
Join with other centers/family child care providers to have a picnic in the park for lunch
Plant a garden
Give staff small notes of encouragement and small treats each day to remind them of the impact they have
Have the children send a note to their parents at their work site telling them how much they love them.
Invite parents, elected officials or business leaders to visit your center to read to the children
Have children draw pictures, write their messages on them and send to elected officials.

La Escuelita Child Development Programs

Central California Economic Development (CCEDC) La Escuelita Child Development was created in April 2000 to provide quality child care and development services to children from 1-5 years.

La Escuelita ("The Little Schools") provides child care services Monday through Saturday, full day/full year, from 5:00 a.m. to 5:00 p.m. La Escuelita provides services to approximately 350 children and families, in Delano with their largest center (106 children) and 3 centers in Bakersfield (serving 144 children).

CCEDC La Escuelita was awarded the largest Migrant grant from the California Department of Education, Child Development Division. La Escuelita employs approximately 120 employees, and hopes to expand services in the Delano area in the near future.

La Escuelita works closely with all families to provide services in quality child care and development environments. La Escuelita promotes a curriculum based (The Creative Curriculum) environment to provide activities to assist with the cognitive growth and development of children. La Escuelita wants to support children's success in their learning!

Family Advocates are also available to assist families with health and social services by providing support through resources and referrals to other agencies in the community who can provide further assistance.

Foster Family Licensing

Licensed Foster Families Needed in Kern

Thousands of children in California's foster care system require out-of-home care because of parental neglect, abuse or exploitation. In Kern County, more than 2,500 children of all ages and ethnic groups, with diverse backgrounds and varying needs, have been removed from their own homes or families of origin by order of the juvenile court. These children need temporary homes to call their own. Many children require foster care while Human Services works with birth parents to build parenting and life skills designed to allow children to return home safely. Human Services relies on non-relative foster parents to provide a stable and supportive, family environment to 60 percent of the children under its care.

The Foster Parent Role

Foster parenting is a special kind of job with many demands and responsibilities. Acceptance, support and nurturing are critical in working with and understanding children who are experiencing conflict and sadness after being taken from their birth families. Foster parenting involves more than just attending to the basic needs of a child. Foster parents play an important role in working with Human Services staff and birth parents to reunify children with their birth family whenever safely possible. Transportation to parental visitations, medical and court appointments is often required.

Foster Parents Have Choices

Foster parents make choices regarding the kinds of children (gender, age, ethnicity, background) and length of placements made in their home. There is continuous need for the following types of foster placements:

Short-term or "Emergency" - for up to 14 days

Drug-exposed Infants

Medically Fragile Children

You Can Afford to Foster

Foster parents should be financially self-sufficient. Monthly payments are provided to foster parents to help meet a child's needs. Payments assist with costs to feed and clothe foster children, and additional funds may be available for children with specialized needs. Medical and dental coverage is provided through Medi-Cal.

Foster Parents Get Support

Human Services staff, including social workers, licensing personnel, and the Foster Parent Recruiter/Trainer are available to assist and support foster parents. A Foster Care Ombudsman aids foster parents in resolving problems and concerns. The Foster Parent Association provides additional support to their membership of foster parents.

The Process

Families who wish to foster non-relative children must go through a state regulated licensing process, administered by Human Services and regulated by California Code of Regulations and the California Health and Safety Codes.

The first step is to attend a Human Services Foster & Adoptions Orientation to learn more about our children and the Foster Home Licensing process.

After orientation, an application must be completed. Depending on how quickly the application and requirements are completed, licensing can take from two to 12 months to complete.

Foster and Kinship Care Education Program

Mission Statement
The mission of the Foster and Kinship Care Education Program is to provide quality education and support opportunities for care givers of children and youth in out-of-home care so that these providers may meet the educational, emotional, behavioral and developmental needs of children and youth.

About the Program
The Foster and Kinship Care Education Program is administered through the Community College Chancellor’s Office. This program assists foster care providers in learning essential skills for parenting the troubled and at-risk children in their care. The Foster and Kinship Care Education Program provides quality education and support opportunities to caregivers of children and youth in out-of-home care so that these providers may meet the educational, emotional, behavioral and developmental needs of children and youth. The Foster and Kinship Care Education Program is a statewide program that includes an assessment of education needs, the development and provision of specialized instruction, educational support services, and jointly organized outreach efforts to the foster care parent population. This program is a partnership with the Chancellor’s Office, The California Department of Social Services, the California State Foster Parent Association, California Community Colleges, County Social Services, foster parents, and public and private agencies who work together to plan and deliver a statewide program of community college training.

The Kern County Department of Human Services sends the foster parents to BC for in-service training to meet their mandated 8 hours required to maintain placements in their home. Kinship caregivers are encouraged to attend these trainings. Workshops are offered in Bakersfield and Ridgecrest. Various professional experts throughout Kern County are recruited to facilitate these specialized trainings along with BC Child Development instructors.

The BC Foster and Kinship Care Education Program collaborates with Kern County Department of Human Services to serve caregivers throughout Kern County. This program meets BC’s vision, mission and goals.

Training
Bakersfield College provides free specialized training on child and youth related issues. A combined eight hours of training fulfills Kern County Department of Human Services mandated eight hours of Foster Parent training required per year for placements in your home. A Bakersfield College certificate verifying the training hours is provided to each participant at the end of each training session and the hours are also reported to the Kern County Department of Human Services.

The Taft College Foster and Kinship Care Education Program was started through funds from a grant from the California Community College Chancellor’s Office. The program is designed to continually support and educate foster parents and kinship caregivers in their roles in caring for children. The primary focus is the individual needs and concerns of the families served.

We strive to create long-lasting relationships between parents, caregivers, and resource agencies in hope of providing a lifetime network of support.

Early Childhood Education 19 —Understanding Parenting/Foster Parenting (3 units)

Ice Breakers Used at DHS

Icebreakers are a new approach child welfare is using to help create mentoring relationships between a child's parents and the foster parents. They are an informal meeting between both sets of parents, facilitated by the social worker, and sometimes including the children, are held within 7 days of a child being placed into a foster home.

Icebreakers are part of the changes being brought to child welfare practice through the work of Family to Family, and in places where they've been used have been found to facilitate faster reunification of children, and greatly reduce the number of complaints lodged against foster parents. What follows are the observations of one recent Icebreaker.

An Icebreaker was held on February 16, 2006. Again, the icebreaker was very successful, and this one was in Spanish. (The case carrying social worker Fidelia Duenas interpreted). The birth father and the foster mother met for the first time at the meeting. The two boys (approximately 7 and 9) had been placed with the foster mother for a couple of weeks. The foster mother was very frustrated with the children's behavior. The birth father offered the foster mother several suggestions regarding controlling the children's behavior. He explained that the children must be in bed by 8:00 p.m. or their behavior deteriorates the next day. He also explained that the children should not play video games until after their school work is done. The birth father told me that he felt that his children were taking advantage of the foster mother's good nature, and recommended that she be more assertive.

At the end of the meeting the foster mother insisted on giving the birth father her phone number despite the guidelines that no phone numbers are exchanged. Both the birth parent and foster parent were glad that a meeting took place. I observed that it appeared clear that the placement was about to fail, and possible still could, but the process appears to have stabilized the placement. Now the foster parent and birth parent have an established line of communication. The children will no longer be able to play one parent against the other. In fact, the birth father stood his two children in front of the foster mother and insisted that they listen to her.
