Child Care Eligibility List
The cost of paying for child care is a major consideration for most families. Many families today are spending over half of their income toward high-quality child care programs. There are many reasons why child care can be so expensive. Some of the reasons include lower ratios of children to adults, teacher or provider qualifications, location of care, and costs of space, insurance, equipment, and special programs. Quality care for infants and toddlers can be especially expensive, due to small group sizes. Hiring an in-home caregiver tends to be the most expensive form of care, followed by centers and family child care homes.
Subsidized Child Care, one of the many programs offered through Community Connection for Child Care, offers financial assistance to income-eligible families to cover part or all of their child care costs, depending on need.

What is the Eligibility List?
The Eligibility List is a list of low-income working or student parents who are eligible for subsidized child care through our agency.
Do I qualify for subsidized child care?
1. You must meet low-income requirements, based on family size, as established by the California Department of Education - Child Development Division.
2. There must be a child care need based on one or more of the following:
- Employment,
- Enrollment in school or a training program leading to employment,
- Incapacitation - unable to care for your child for a part of the day,
- Referral by a social service agency's legally qualified professional describing a family crisis which places the child(ren) at risk of abuse, neglect or exploitation.
How can I get subsidized care? What happens after I apply?
After you complete and submit an application, your name is placed on an Eligibility List and you're given a rank number. You will receive a confirmation letter with your rank and ID number. As funding becomes available, we contact families beginning with the lowest rank number. You do not automatically receive subsidized child care by submitting an application.
How long will it take to get help?
Unfortunately, CCCC staff are unable to determine how long it will take for funds to be available for any of our programs. Access to the programs is based on income and need of the family for child care. The lowest income and highest need families are given priority. Therefore, the master list may change daily in conjunction with changes in income and/or family need.
While you are waiting for assistance, discuss your financial situation with your provider. Some centers and family child care providers may have tuition discounts, scholarships or free supplies like diapers and formula they can offer you. You can also volunteer your skills (e.g., accounting, gardening, cleaning, etc.) in exchange for a reduced fee.
What is rank number?
Each applicant receives a rank number according to family size and monthly income. Rank numbers range from 1 - 66. There are many families at each rank number. Your rank number does not change unless your income or family size changes.
Are foster children given priority?
No. Foster children tend to have a lower rank number because the countable income is only the foster care payment or the cash aid received for the child(ren).
What income sources count?
Wages, salaries, profit from self-employment, school financial aid, child support, general support, cash aid (TANF or CalWORKs), social security survivor benefits, worker's compensation, disability insurance payments, pensions or annuities, veteran's benefits, in-kind support which is any financial assistance from family and/or friends such as rent or bills being paid.
If I am under the age of 18, can I still apply?
Yes. Teen parents need to be working or going to school and enrolled in the Adolescent Family Life Program (AFLP). Call CCCC for more information.
What are my child care provider choices?
The Child Care Assistance programs are a parent choice program with few restrictions on choices. However, the provider must be willing to contract with our agency and be licensed by the State of California or become registered through Trustline.
Is there an age restriction for receiving assistance with child care fees?
We can assist with child care fees from birth through age 12.
What are my responsibilities?
It is the applicant's obligation to call CCCC and report any changes to his/her application such as a telephone number, address, income, etc. Failure to update may result in your name being dropped from the master list. To report changes, call 661.861.5310 or 877.861.5200 (toll free).
If my information changes, should I fill out another application?
No, it is not necessary to fill out another application but call us immediately with any change in family size, income, address, telephone number etc.
