About Kern LINCC

The Local Investment in Child Care project (LINCC) was established in California in 1997 to conduct leading-edge work in the fields of child care and economic development. With seed funding from the David and Lucile Packard Foundation, key innovative nonprofits collaborated with seven counties to address the child care needs of their communities to ensure that there are economic resources, policies and expertise to support the growth of a sustainable and vibrant child care sector. LINCC is active in Alameda, Kern, Monterey, San Mateo, Santa Clara, Santa Cruz and Ventura counties.

In 2004 Kern LINCC received a grant from ABCD Constructing Connections Project is to increase licensed child care and ensure industry sustainability through:

  • Smart growth practices
  • Land use policies
  • Business planning
  • Economic development
  • Transportation planning
  • Facilities development

Though the Kern LINCC Constructing Connections grant ended on September 30, 2009, the work continues in the form of a partnership between Community Connection for Child Care and the Early Childhood Council of Kern. Click here for the LINCC Constructing Connections final report.

Child Care Economic Impact Report 2008 The purpose of this report is to quantify the economic impact of the early childhood care and education industry in Kern County. Millions of dollars are spent directly for child care by working families and millions are contributed by government subsidy programs. Additionally, thousands of people are employed directly or indirectly by the child care industry. The 2008 EIR provides local data which supports the ideal that the early childhood education field is a critical part of the County's infrastructure.
