LINCC is a partnership between

Community Connection for Child Care & Early Childhood Council of Kern

LiNCC has existed in Kern County since 1997. The project was started to integrate child care planning into local economic development, to encourage lending institutions to offer better loan products to the child care industry, to develop the business skills of child care providers and to disseminate information about the economic impact of the child care industry. Though the project remains true to its original goals it also supports new and existing child care programs in a variety of ways; one-to-one technical assistance, on-site facility evaluation, license application review, workforce development, and linking facility owners to potential operators. Most services are provided at no cost to clients.

Child Care Shortage
Licensed Child Care supply has grown since LINCC began its work in 1997 but shortages continue to create challenges for many parents but especially for families with infants and toddlers as well as those who live in Kern's smaller communities. The Kern County Child Care Needs Assessment has the most current and complete data for Kern County. In addition to a shortage of child care spaces there have been many challenges in developing the child care workforce. The early Childhood Council of Kern conducts periodic Child Development Center Staff Surveys with helpful workforce information.

First Step To Bringing More Child Care To Your Community
Kern LINCC is working with Kern County and its 11 cities to include supportive child care policies in their General Plans. Sample general plan language from collaborative public meetings is being presented to all cities in Kern County and the County of Kern to make quality child care facilities an integral part of community and economic development. Delano,Taft, Ridgecrest and California City have amended their General Plans to include child care policies.

Here’s What Else We’re Doing
The Kern LINCC Constructing Connections project continues to systematically call on cities and Kern County to advocate for supportive child care policies. Additionally, through collaboration we are streamlining the process by which child care facilities are developed and financed locally. Kern LINCC continues to work closely with local faith-based facilities who are interested in utilizing their space for child care programs.
