Family Child Care Home and Child Care Center Licensing Requirements

Director and Teacher Qualifications
A children's center director must be at least 18 years old and meet education and experience requirements. Minimum educational background is graduation from high school. In addition, 15 semester units in early childhood education must be completed. Twelve of these units must be in:
1. Child growth and development or human growth and development.
2. Child, family and community or child and family.
3. Program/curriculum classes. Some examples are: children's art, music, drama, science, literature, puppetry, etc.
The final three units must be in administration or staff relations. A year of work experience is defined as volunteer or paid time in a licensed child care program for at least three hours a day for a minimum of 100 days per calendar year. Family child care experience is not applicable. The possible combination of education and experience acceptable to community care licensing is:
1. High school graduation plus 15 college units (12 in early childhood education or child development) 3 in administration or staff relations and four years experience as a teacher in a child care center or comparable group child care program.
2. A.S. degree with a major in early childhood education or child development and two years experience as a teacher in a child care center or comparable group child care program.
3. B.A. degree in early childhood or closely related field, plus one year experience as a teacher in a child care center or comparable group child care program.
4. Children's Center Supervisory Permit.

Teacher Qualifications
Potential teachers who have a postgraduate degree in some other area will still be required to complete the necessary units of early childhood education. Requirements for a children's center teacher are:
1. Prior to employment, a teacher shall have completed at least six semester units or equivalent quarter units in child development.
2. After employment, a teacher shall complete, with passing grades, at least two units per quarter or semester until the education requirement is met.
3. To be fully qualified, a teacher shall have one of the following:
a. Twelve post-secondary units in early childhood education and at least six months of work experience in a licensed child care center.
b. Educational units shall include courses which cover child growth and development, child health and safety, child, family and community, and program curriculum.
c. Experience shall be verified as having been performed satisfactorily for at least 3 hours/day for a minimum of 100 days in a calendar year, as paid or volunteer staff member under the supervision of a person who would qualify as a teacher or a Children's Center Permit.
4. A photocopy of the teacher's Children's Center Permit or course transcripts shall be maintained at the center.
